This might seem the opposite of the Espacio: where the criminal van is fast and agile, the Pioneer is slow and cumbersome, looking like the worse choice.
Well, think again - while the Espacio has a high centre of mass and can easily lose fights against other vehicles, the Pioneer is glued to the ground and will budge only for heavier vehicles like the Kolva or the Mhuller: it's a very stable car, and its biggest downside, the slow acceleration, can be easily circumvented by installing Nitro 3 on it. It might be slower, but speed isn't everything.
NOTE: Criminals can get a cross-faction version of the Pioneer with a custom made kit when maxing Birth. A preset version obtainable by both factions is also available at Joker Distribution, designed by PROTIVULYAua from the Obeya server.
