This van can be decent when stealing it off the road, but as an ownable vehicle, it's lackluster - Enforcers have literally no reason to drive it, as its below average speed, limited ramming power and slow acceleration don't make it a good vehicle for missions. Criminals, on the other hand, can use it for efficient ramraiding, due to its HP and cargo size, allowing them to ram into various storefronts before having to repair and load enough loot to make it worth their time. Still, it's a very conspicuous vehicle - any Enforcer seeing a Criminal driving around in a Ceresco will suspect he's ramraiding, and will play the waiting game until he catches them in the act.
