The in-game description puts it right: "an elegant executive saloon with the spirit of a sports car". The Moirai is a decent car, with a pretty good top speed and acceleration, good handling, good grip and decent HP.
Its problem, though, can be described in two words: Heavy. Back. It's very hard to recover from a spin out: the moment you lose grip you won't stop drifting until stationary. After that, you'll most likely be forced to use its terrible reverse gear, which is the worst in the game.
Basically, it's a good vehicle until you stop, at which point it becomes a deathtrap. If you spin out during a car chase, don't expect to leave a Moirai alive.
